La Ola contesta queste soluzioni in un certo senso imposte dalla programmazione regionale per la gestione dei rifiuti ritenendole non solo impattanti per l’ambiente e dannose per la salute umana a causa dei rischi che produce sulle matrici acqua, suolo, aria ed acqua, così come l’inceneritore EDF-Fenice testimonia, ma provoca anche un aumento dei costi di gestione dei rifiuti a carico della collettività a vantaggio esclusivo dei gestori privati, di quelli cioè legati alla progettazione e realizzazione dell’impiantistica degli inceneritori e delle discariche. Queste ultime invece di essere chiuse vengono ampliate o addirittura se ne costruiscono di nuove in base ad ordinanze emergenziali del Presidente della giunta regionale.
Hanno ragione i responsabili del Consorzio Seari quando affermano che é la legge che consente l’utilizzo del combustibile derivato dei rifiuti negli inceneritori, nei cementifici e persino nelle centrali a biomassa, materiale quest’ultimo assimilato al CDR in base ad una Deliberazione della Regione del 2005, ma è altrettanto vero che questa politica di gestione azzera le pratiche virtuose dei Comuni e dei cittadini basate sulla responsabilizzazione dei comportamenti e finalizzati al recupero, riciclo e recupero a freddo dei materiali (dalla carta altra carta, dalla plastica, la plastica e così via).
L’incenerimento dovrebbe rappresentare in base alla normativa vigente una quota molto bassa e comunque residuale della destinazione finale dei rifiuti.
